The notice emphasizes that this is not a solicitation or request for offers, and no solicitation package is available. Contractors wishing to challenge the sole source determination must provide clear and convincing evidence of their competitive capabilities. The government retains sole discretion in determining whether to conduct a competitive procurement based on responses received. No reimbursement will be provided for any costs associated with submitting capability information. The commercial acquisition will utilize simplified acquisition procedures, and the government will evaluate any submitted responses solely to determine the potential for competitive procurement.
