Added: Nov 15, 2009 5:31 pm This is a combined synopsis/solicitation for commercial services for Fish Tank Maintenance on Andersen Air Force Base.
This synopsis/solicitation is prepared in accordance with the format in FAR 12.602, as supplemented with additional information included in this notice. No separate paper or electronic solicitation will be issued. The combined solicitation/synopsis, request for quotes number is F1C7AM9299A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. The North American Industry Classification System code is 453910 with a corresponding size standard of $7,000,000. Andersen Air Force base, intends to award a competed contract as a result of this solicitation utilizing the simplified acquisition procedures authorized by FAR 12.6 and 13.5 for commercial items not exceeding $100,000.00. Offeror must state the pricing for FY10 and the subsequent Option Years using the attached Standard Form 18, Request for Quotation. FAR 52.212-1, Instructions to Offerors-Commerical, applies to this acquisition. The government will issue a purchase order to the responsible offeror whose proposal is most advantageous to the government.


Performance Work Statement
Commercial Services - Fish Tank Maintenance
PWS:
Services Nonpersonal: Contractor must provide all, labor, tools, equipment, material, and transportation necessary to maintain and provide supplies to preserve fish tank to include the following:
1. Filter, Pumps, fish, food tank accessories and all supplies necessary to maintain normal operation of saltwater fish tank.
2. Supplies: Fish food flakes and appropriate food for exotic fish (Lio/Turkey Fish), filters, pumps, hoses,lights, heaters, rocks, plants, and tank decorations. Will supply and/or replenish a minimum of 10 fish to exclude live fish for food.
3. Responsible for cleaning of tank and monitoring PH balance of saltwater. Services will be performed three times a week. Mon-Fri between 0800-1700 in Building 17002- Passenger Terminal-Andersen Air Force Base- Guam.
4. Quantity of the Fish Tank to be maintain is 1.
5. Specifications of the tank are as follows: Length-60inch, Height-36inch, Width-22 inch.


Clauses and Proposal Instructions


FAR 52.212-2 Evaluation-Commercial Items (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance:
- Technical capability of the item offered to meet the Government requirement;
- Past Performance; and Price.


(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).


(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
