About this opportunity

The Bureau of Reclamation seeks Passive Integrated Transponder (PIT) tag antenna systems and related monitoring equipment for tracking fish and other tagged species throughout the Colorado and Columbia River basins, with offers due August 28, 2026. The procurement is a Women-Owned Small Business set-aside.

Place of performance is the Continental United States, with administrative oversight at the Bureau of Reclamation Upper Colorado Regional Office in Salt Lake City, Utah. Performance period runs September 10, 2026 through September 9, 2027, with all deliveries required by September 9, 2027.

Equipment specifications require PIT tag antennas in multiple styles—table-top, racquet, portable with handles, submersible, autonomous, floating, and fixed pass-through configurations in 5- to 20-foot sizes. All field antennas must comply with MIL-STD-810G METHOD 512.5 for immersion and waterproofness. Antennas must detect a 12-millimeter, 134.2 kHz PIT tag at minimum 18 inches at 0 orientation with 10 percent noise; 24 inches or greater preferred. All antennas must be compatible with Biomark Inc. products currently deployed throughout the Colorado River Basin. Software must run on Windows 11 or later, operate PIT tag scanners, download and archive data from single and multiple antenna systems, produce open-format files compatible with Excel and Access, and support remote access via cell and satellite modems; Android device compatibility is highly desirable. Miscellaneous equipment includes communications cables, modems, storage cases, batteries, solar power systems, charging kits, and installation supplies. Services may be required, including Senior Engineer (3+ years PIT tag experience), Electronic Technician (1+ years experience), and Antenna Installation Specialist (1+ years fisheries project experience) for installation, troubleshooting, and maintenance, with travel expenses subject to Federal Travel Regulations. NAICS code 334511, PSC 7G22. Evaluation is conducted on technical acceptability (Acceptable/Unacceptable) and fair and reasonable price basis.
