About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal awarded contract W31P4Q-26-C-0018 to DRS Network & Imaging Systems LLC on July 6, 2026, for fiscal years 2027–2029 engineering and logistics services supporting the Improved Bradley Acquisition Subsystem (IBAS).

The award value is $70.9 million. The contract structure comprises a 12-month base period (FY27), a 12-month option year (FY28), a 6-month option period (FY29), and an additional 6-month extension. Performance is at Redstone Arsenal, Alabama.

The award was made on a sole-source basis under 10 U.S.C. 2304(c)(1) and FAR 6.103-1. DRS Network & Imaging Systems exclusively owns the complete IBAS Technical Data Package, including proprietary schematics, source code, diagnostic software, and specialized depot-level test equipment; the government determined no other source can satisfy requirements without unacceptable delays or substantial cost duplication. A Sources Sought notice posted in December 2024 and August 2025 received four capability statements, but only DRS met technical acceptability standards.

The contract employs a hybrid pricing structure: Cost-Plus-Fixed-Fee and Firm-Fixed-Price line items for services, with cost-reimbursement for materials, direct costs, and travel. Funding derives from Procurement Army, RDT&E, Defense Working Capital Funds, Operation and Maintenance, and Foreign Military Sales appropriations. A Small Business Subcontracting Plan is required.

Notice text

Consistent with FAR 5.705(b), notice is hereby given that contract W31P4Q-26-C-0018 was not awarded competitively and is not a purely Firm-Fixed-Price (FFP) contract. The contract was awarded on a sole-source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.103-1, because the required supplies and services are available from only one responsible source and no other supplies or services will satisfy agency requirements. The contractor possesses the unique technical data, specialized expertise, and established capabilities required to perform the highly complex engineering and logistics services for the Improved Bradley Acquisition Subsystem (IBAS) without causing unacceptable delays or substantial duplication of cost to the Government. Additionally, this action utilizes a hybrid pricing structure containing Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), and Cost-Reimbursable (CR) elements. This pricing structure is necessary because the nature of the required services involves technical complexities and unpredictable requirements that cannot be estimated with the precision required to support a purely FFP contract.

Awarded contract W31P4Q-26-C-0018 to DRS NETWORK & IMAGING SYSTEMS LLC for 55714779.00 on 2026-07-06.
