About this opportunity

U.S. Customs and Border Protection's Area Port of Norfolk, Virginia has published a Special Notice regarding firing range services for their operations. The agency intends to negotiate a sole source award with CSA-VAB, LLC for quarterly indoor firing range services to support training for 142 CBP officers. The procurement falls under NAICS code 713990 (All Other Amusement and Recreation Industries) with a small business size standard of $8.0 million. CBP is citing FAR 6.302-1, indicating they believe only one responsible source exists that can satisfy their specific requirements. The notice contains some inconsistencies in dates and deadlines, suggesting possible administrative revisions during the posting process.

The primary objective is to secure comprehensive firing range training facilities that must be located within 20 miles of the Norfolk Custom House and available Monday through Friday, 9:00 AM to 5:00 PM. Required services include an 8-lane indoor firing range extending to 25 yards, classroom space for up to 14 officers, and a training/mat room, all utilized 16-18 days per quarter. The contract structure includes a base period from either June 1 or July 1, 2025 through March 31, 2026, with four optional one-year extensions at the government's discretion. Interested parties who believe they can meet these specific requirements must submit capability information by either April 25, 2025 at 3:00 PM ET or June 10, 2025 at 2:00 PM ET (the notice contains conflicting deadlines) to robert.j.kay@cbp.dhs.gov. This is explicitly not a request for quotations, and no formal solicitation will be issued, indicating CBP's strong preference for the identified sole source provider.
