NOTICE OF CONTRACT ACTION (NOCA) FOR DAP USA TO PROVIDE FIRESPY 3810


 


The AFTC/PZIEA, Edwards AFB, California, intends to solicit and award a sole source firm fixed price purchase order for purchase of Firespy 3810 Triple Mill394 (VS) Total Package to DAP USA, under the authority of 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b)(1)(i) and FAR 6.302-1(b) (2).  This authority is supported by an approved Sole Source letter.  It is the Government's intent to proceed with this sole-source action.  Anticipated award date is 9 March 2016.  


 


This requirement is for:


CLIN 001: (1 EA) Firespy 3810 Triple Mill394 (VS) Total Package.


 


The North American Industry Classification System (NAICS) code for this acquisition is 334515.  Small Business size standard is: 750 Employees.  Interested parties may identify their interest and capability to respond to the requirement.  


 


This synopsis is published for informational purposes only.  The proposed source, DAP USA has the exclusive copyright to its own products and is the sole distributor for the United States.  DAP USA is the only known supplier that will be able to provide the Firespy 3810.  This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-85, DFARS Change Notice (DPN) 20151230 and AFFARS AFAC 2015-1001.  This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach.  All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government.  THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT.


AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition.  The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.  When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.  The Ombudsman does not participate in the evaluation of proposals or in the source selection process.  Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Mr. Tylan McBride.  For any concerns, interested parties may call the Ombudsman, Air Force Test Center Vice Commander, 1 South Rosamond Blvd, Edwards AFB, CA 93524-3784, phone number (661) 277-2810, facsimile number (661) 277-7593.
