About this opportunity

The Department of the Air Force Space Command is procuring a high-fidelity medical training mannequin specifically for Buckley Fire Emergency Services (FES) to maintain Emergency Medical Services certification requirements for installation members. The requirement is for one Simulaids SMART STAT Basic mannequin with tablet, featuring comprehensive training capabilities including advanced airway management, ECG recognition with 4-lead recognition of 17 rhythms, defibrillation and cardioversion simulation, emergent lung and heart sounds, variable blood pressure training, 12 pulse point locations, and bilateral chest decompression and tube insertion capabilities. The mannequin must include virtual capnography and oximetry features, printable chronological student session reports, and specified replacement parts including 10 neck skins, 4 IM injection pads, 6 pneumothorax pads, 3 sets of teeth, and an IV vein kit. This equipment will ensure Buckley Space Force Base members receive realistic scenario-based training to maintain mission-ready medical skills and complete required National CEU credits. The solicitation response deadline is August 19, 2025, providing contractors with a six-day response window from the posting date of August 13, 2025.

This opportunity is designated as a Total Small Business set-aside, restricting competition to qualifying small business entities under NAICS code 326199 (All Other Plastics Product Manufacturing). The contract requires delivery of a single unit to the Buckley Fire Emergency Services Fire Station located in Aurora, Colorado, where government officials will conduct inspection and acceptance of the delivered mannequin. The procurement falls under PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies, indicating the specialized nature of the medical training equipment being acquired. No incumbent contractors or specific award values are mentioned in the solicitation documentation, though the detailed specifications suggest this is a specialized, high-value medical simulation device. The Statement of Need emphasizes the critical importance of hands-on training and evaluation capabilities to ensure emergency medical personnel maintain proficiency in life-saving procedures and techniques required for their mission-critical responsibilities.
