Added: Nov 07, 2013 6:37 pm The Army Contracting Command-Redstone proposes to acquire on an other than full and open competition basis Post Production System Support (PPSS) for continued management and sustainment of the Royal Saudi Land Forces Aviation Command (RSLFAC) Apache AH-64D/E Program fleet of Fire Control Radars (FCRs). PPSS services include program and project management, engineering, logistics support, quality, configuration management, Depot Repair and Return (R&R), in-country spares, optional Contractor Field Service Representative (CFSR), integrated logistics support (ILS), Peculiar Ground Support Equipment (PGSE) support, and FCR Flight Line Operator/Maintainer Refresher training. The Government plans to utilize a firm fixed price contract with a 2-year base and three 1-year options. This is a sole source requirement to Longbow Limited Liability Company (LBL), Commercial and Government Entity (CAGE) Code 04WF2, 5600 Sand Lake Road, Orlando, FL 32819. LBL is the original developer and manufacturer of the FCR and also current provider of PPSS to the United States Government (USG) and Foreign Military Sales (FMS) customers, including RSLFAC. LBL is the only source that can provide the latest technical data and resolve technical problems incident to operation and maintenance of the aircraft, as it is the only source that has access to all current data to include proprietary data, which is only available from the prime contractor. As such, LBL is the only source capable of providing PPSS for its FCR systems. Only LBL possesses the technical expertise and experience necessary to execute this requirement. Under the authority of 10 U.S.C. 2304(c)(1), only one source or a limited number of responsible sources are able to satisfy agency requirements. Interested parties should identify themselves in writing to the Procuring Contracting Officer, Nicole Sullivan-Williams, CCAM-APB. Points of contact for this action are Ernest (Ray) Cooper, Contract Specialist, ernest.r.cooper@us.army.mil, 256-842-1194 or Nicole Sullivan-Williams, Contracting Officer, n.sullivanwilliams@us.army.mil, 256-313-4237, CCAM-APB, Building 5681, Redstone Arsenal, AL 35898-5280.
