About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure specialized fire charging pump equipment for the USS Hershel Williams, specifically one Sims Pump Major Repair Kit and two Complete Pumps with Motors. The solicitation is a firm-fixed-price supply contract issued under FAR Parts 12 and 13.5 for simplified commercial product procurement. Potential offerors must be registered in the System for Award Management (SAM) and submit a completed solicitation, formal quote, and specifications by May 30, 2025, at 12:00 PM. The evaluation will prioritize technical compliance and past performance, with these factors weighted more heavily than price. Offerors are required to provide unique item identification and comply with federal acquisition regulations.

The contract is set aside for Women-Owned Small Business (WOSB) concerns, with a specific focus on the original equipment manufacturer (Sims Pump Valve Co. Inc.) or its authorized distributors. The procurement targets maritime pump parts that are critical for fire charging systems, with delivery scheduled for January 30, 2026, to the MSC Warehouse in Norfolk, VA 23511. Market research has identified only a few potential suppliers, including EHB Supply, YES Co., Inc., and Aantilia LLC, due to the specialized nature of the equipment. The procurement will utilize Fiscal Year 2025 Operations and Maintenance funds, and regulatory bodies like the U.S. Coast Guard and American Bureau of Shipping require servicing and repairs to be performed by the original equipment manufacturer.
