Update #3 ·

The National Highway Traffic Safety Administration(NHTSA) with the Office of Vehicle Safety Research(VSR) anticipates awarding an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Time and Material Contract whereby Time and Material Task Orders may be issued in accordance with FAR 16.5 as result of this solicitation

The objective of this resultant contract is to provide research data so that NHTSA can achieve its mission of reducing death and injuries on American roadways.  The scope of this contract is to develop and exercise crash simulations of vehicle safety research tests to assist in predict the impact of potential safety implications. The specific crash simulation efforts will be issued through task orders.

All work required hereunder, including preparation, submission, review of any and all reports, shall be completed within the Thirty-Six (36) months after the effective date of the Contract award. In addition, this contract includes a provision whereby the Government has the right to exercise up to Two (2) one year option periods, making the total possible period of performance five (5) years.

Offeror shall submit their technical and business proposals electronically to Lionel Johnson, Contract Specialist via email at Lionel.Johnson.CTR@dot.gov and NHTSAOAM@dot.gov. The Business Cost Proposal spreadsheets should be interactive so that the Contract Specialist can verify the calculations used to obtain the final cost. The Proposals are due no later than 3:00 PM EST, Thursday, August 21, 2014.

Update #2 ·

This amendment to Solicitation No. DTNH22-14-R-00031 is to respond to questions and to change the estimated date for release of the solicitation to about May 5, 2014.

Update #1 ·

National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries and reduce economic costs due to road traffic crashes, through education, research, safety standards and enforcement activity.

The Office of Vehicle Safety Research (VSR) is the primary organization within NHTSA responsible for conducting research related to the improvement of motor vehicle performance to enhance safety.  VSR conducts research and development programs to develop and advance the scientific knowledge to support NHTSA's mission.

As part of this research, VSR develops and exercises crash simulation models to evaluate potential crash conditions and their effects on the safety response of vehicles and human surrogates (dummies) subject to vehicle-to-vehicle, vehicle-to-barrier, and other impacts.

The research efforts conducted under this contract is to develop and exercise crash simulations of vehicle safety research tests to assist in predict the impact of potential safety implications.  These efforts will include full vehicle laser scanning and tear down for the development of new finite element models, material testing to define the behavior of vehicle materials under impact conditions, mesh development, and part integration to develop full vehicle and vehicle component finite element models.  Some tasks may involve the use of lumped parameter modeling software such as MADYMO, but majority of NHTSA's anticipated crash simulation efforts will involve non-linear finite element analysis.  The resulting models will be exercised and refined to match available crash test data.  The resulting LS-Dyna models shall be exercised using existing vehicle models in LS-Dyna simulations. The specific crash simulation efforts will be issued through task orders.

The NAICS Code for this contract is 541330.  Contractors must be registered in the System for Award Management (SAM), located at https://www.sam.gov, to be considered for contract award.  The contractors maybe required to have an approved accounting system prior to award of a cost type contract in accordance with FAR 16.206-3(b).

The Government anticipates award of an Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts whereby Cost plus Fixed Fee (CPFF) or Firm Fixed Price (FFP) task orders shall be issued in accordance with FAR 16.5, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation.  It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any).  Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about April 20, 2014.

All work and services required hereunder shall not exceed 60 months (inclusive of a one (1) twenty four - month Base Period and three (3) one Year Option Periods from the effective date of the contract.

The period of performance for each Task Order will be specified within the Task Order document.
