About this opportunity

The Defense Counterintelligence and Security Agency seeks recurring fingerprint channeling services to obtain criminal history record information from the states of New York, Tennessee, Texas, and West Virginia to support background investigations. Vendors must provide fixed unit pricing for each year and state from October 2020 through September 2025, and demonstrate the ability to perform the work with the listed states by meeting all technical requirements. Quotes are due by August 24, 2020 and award will be made to the lowest priced technically acceptable vendor based on the total evaluated price for all option years.

There is no set-aside designation for this requirement. The estimated total value of the services is not provided but pricing is requested for fingerprint channeling in the four states over a five year period. Vendors must have the capability to provide criminal history records to DCSA from the specified states in order to conduct the necessary background investigations and meet the requirements of the Intelligence Reform and Terrorism Prevention Act of 2004. Place of performance is contractors' facilities.

Amendment 0001: The purpose of Amendment 0001 is to capture the following changes;

1. Update the response date from Friday, August 21, 2020 2:00pm to Monday, August 24, 2020 10:00am,

2. Include as full text, FAR 52.204-24 and FAR 52.204-25,

3. Request a certification in accordance with FAR 52.204-24 be returned with an offerors proposal.

The Defense Counterintelligence and Security Agency (DCSA) has a recurring need for a simplified method of filling the anticipated repetitive needs for fingerprint channeling for the purpose of obtaining CHRI from the following states; New York, Tennessee, Texas, and West Virginia.  DCSA is committed to conducting background investigations on individuals (employees or applicants) for federal employment, members of the military, consultants, volunteers and/or vendor personnel for national security purposes.  This requirement is for CHRI in support of background investigations as DCSA obtains criminal history records in order to meet the requirements of the Intelligence Reform and Terrorism Prevention Act of 2004.
