About this opportunity
The United States Marine Corps is seeking professional fine art conservation services for fifteen paintings and frames in the permanent collection of the National Museum of the Marine Corps (NMMC). The requirement encompasses comprehensive conservation treatments including assessments, cleaning, in-painting, varnishing, stabilization for long-term storage and display, canvas relining, antique frame repair, photography, and detailed treatment reports for each artwork. All conservation work must be performed in accordance with American Institute for Conservation of Historic and Artistic Works (AIC) standards at the contractor's secure facility that meets specific environmental and security requirements. The solicitation includes a mandatory site visit that was conducted on August 28, 2025, at 10:00 a.m. Eastern Time at the NMMC Museum Support Facility. Quotes are due by September 8, 2025, and the government recently posted Q&A responses on September 2, 2025, clarifying that only two antique frames require conservation rather than all fifteen originally indicated.
This opportunity is designated as a total small business set-aside with award intended on an "all-or-none" basis for a firm-fixed price contract. The incumbent contractor is Olin Conservation Inc., which was awarded the previous contract (M0026424P0081) on August 12, 2024, for $13,640.00, providing a reference point for potential award value. The contract includes a 12-month performance period with NET 30 payment terms and invoicing through Wide Area Workflow (WAWF). The paintings are currently located at the NMMC Museum Support Facility in Triangle, VA, where initial assessments must be conducted, though the actual conservation work will be performed at the contractor's facility. The collection includes diverse oil paintings depicting military personnel and scenes across different eras of Marine Corps history, with artwork sizes ranging from 12" x 24.125" to 46.25" x 36".
