Notice text

The United States Government represented by the U.S. Agency for International Development (USAID), hereby issues a draft Statement of Work (SOW) for technical assistance services to implement the three plus two-year Financial Reform Agenda Activity (FINRA) in Bosnia and Herzegovina (BiH). The anticipated authorized Geographic Code is 935, which allows participation in this procurement from any area or country except from prohibited sources.

The purpose of FINRA is to improve financial sector stability in BiH. This draft SOW is distributed for industry comments on the content of the attached document.

To assist in the efficiency of this process, please consider the following in preparation:

- Please ensure comments are concise and specific to information included within the draft SOW;

- Please ensure submitted comments make specific reference to page and section numbers.

- USAID does not seek questions at this time, only comments.

Comments are to be sent via e-mail to the individuals specified under this notice as the primary and secondary points of contact. Comments are welcome from the date of release of this Special Notice on Federal Business Opportunities (FBO) through March 27, 2017, 15:00 CEST. On the subject line of your e-mail, kindly state Financial Reform Agenda Activity (FINRA) - Requested Comments on SOW". No phone calls will be accepted.

USAID will issue a Request for Proposals (RFP) around April 10, 2017. Please do not consider this request for comments as an RFP and do not submit your proposals until the formal RFP is released. The RFP will be posted to the FEDBIZOPPS web page and will be limited to this electronic medium only. Requests for other copies of the solicitation document will be disregarded without notice to the requestor.

This notice does not obligate USAID to release a solicitation or award a contract, nor does it commit the Government to pay for costs incurred in the preparation and submission of comments. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis and presolicitation notice requirements in FAR 5.203(a) and 5.204.
