About this opportunity

The Internal Revenue Service (IRS) Office of the Chief Technology Officer (OCTO) is seeking a small business contractor to develop and implement a comprehensive Financial Operations (FinOps) practice. The solicitation aims to support strategic, financial, and technical advisory management for modernizing IT operations with a focus on cloud cost efficiency, accuracy, and security improvements. Contractors will be responsible for two primary tasks: analyzing and designing a FinOps practice and implementing FinOps practices, which involve mapping cloud applications, conducting gap analysis, and establishing cost monitoring frameworks. The market research phase includes a Request for Information (RFI) where potential vendors must submit detailed capability statements addressing technical requirements by February 10, 2025 at 4:00 PM EST, with questions accepted until February 5, 2025. Vendors must provide organizational information including UEI, CAGE code, business size, and socio-economic status, and demonstrate expertise in cloud systems design services.

The opportunity is designated as a 100% Total Small Business Set-Aside under NAICS code 541512 for Computer Systems Design Services, with no incumbent contractor currently in place. The contract will be a 12-month base period Firm Fixed Price (FFP) award, supporting the IRS Modernization strategy and Inflation Reduction Act Strategic Operating Plan. Work can be performed at the contractor's site or remotely with Contracting Officer Representative (COR) approval, and contractors must comply with extensive security requirements including FedRAMP certification and protection of Sensitive But Unclassified (SBU) information. Personnel will require MBI-High risk clearance with tax compliance checks, and the effort is solutions-driven rather than focused on specific tools. The contractor will develop key deliverables including monthly status reports, executive strategy session work products, a RACI matrix, application inventory, data collection plan, and an implementation packet containing resource tagging schema and cloud cost frameworks.
