About this opportunity

The U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS) is seeking a certified public accounting firm to conduct an Agreed-Upon Procedures (AUP) engagement over Deepwater Horizon NRDA Restoration Funds for the period of April 2016 through December 31, 2025. The engagement requires verification of the Statement of Receipts and Expenditures and compliance with governing agreements, resolutions, and Standard Operating Procedures, performed in accordance with GAGAS Chapter 7 and AICPA SSAE 18. Key deliverables include the Independent Accountant's AUP Report, a report of procedures and findings, and observations with recommendations. The solicitation is expected to be released on March 23, 2026, with proposals due March 27, 2026, and an anticipated award date of March 30, 2026. Although the pre-solicitation notice does not explicitly detail specific evaluation criteria, the technical requirements center on the firm's ability to execute a complex financial audit engagement meeting established accounting standards and governmental compliance frameworks.

This opportunity is designated as a Small Business set-aside and will be competed exclusively among three existing BPA Master Holders: Next Step (Contract 1232SA23A0003), Pembroke Partners LLC (Contract 1232SA23A0004), and TFC Consulting, Inc. (Contract 1232SA23A0005). No responses from non-BPA holders will be accepted, restricting competition to these three incumbent contractors. The contract will be issued as a Firm-Fixed-Price call order under the existing USDA-wide Financial Management Support Services BPAs. The period of performance runs from April 1, 2026, through September 30, 2026, allowing approximately six months for the completion of the engagement. The pre-solicitation notice does not specify a contract value or budget range for this particular BPA call order.
