About this opportunity

The National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center is seeking proposals for the Suborbital/Hosted Orbital Flight and Payload Integration Services 4 (FO IDIQ 4) indefinite-delivery/indefinite-quantity multiple award contract. This procurement will provide space on commercial flights for technology payloads and associated payload integration services to support NASA's science, technology, and human exploration programs. Offerors must propose qualified vehicles capable of meeting specific flight profile requirements, such as high-altitude balloons, suborbital rockets, and orbital platforms. Proposals will be evaluated on technical approach, past performance, and price, with non-price factors being significantly more important than price. The proposal due date is November 1, 2023, and NASA intends to make multiple contract awards.

This procurement is not set aside for any specific business size or category. The incumbent contracts are not identified in the solicitation materials. While the total contract value is not specified, the performance period is a one-year base with four one-year option periods. Services will be performed in the United States to support NASA and other government agency missions through the Flight Opportunities Program.
