About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to issue a non-competitive order under Basic Ordering Agreement (BOA) N0002422G5311 for Final Power Amplifiers (FPAs) refurbishment for the USS SAMPSON (DDG 102). The procurement will be solely awarded to Raytheon Technologies in Marlborough, Massachusetts, utilizing the justification of 10 U.S.C. 2304(c)(1) which allows for single source procurement when only one responsible source can meet agency requirements. Raytheon is deemed the only qualified source with the necessary technical expertise and comprehensive understanding of the FPAs and MK 99 system. The pre-solicitation notice indicates this is not a competitive proposal opportunity, and potential subcontractors must contact Raytheon directly for engagement. The opportunity was posted on March 10, 2025, with responses due by March 25, 2025.
The contract does not have a specific set-aside designation and falls under the NAICS category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The procurement is classified under Product Service Code 1260 for Fire Control Designating and Indicating Equipment. While specific award values are not disclosed, the order will be placed under the existing BOA to support the USS SAMPSON's equipment refurbishment. The procurement is specifically focused on FPAs and associated parts, with Raytheon being identified as the exclusive source for these critical naval system components. The contract appears to be a targeted, specialized procurement addressing specific technical requirements for naval navigation and guidance systems.
