About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 18 units of Filter Unit, Fluid, P (NSN 7H-4330-015366006) with delivery FOB origin. This procurement falls under the centrifugals, separators, and pressure and vacuum filters category and involves a specialized component where the government does not own the technical data package or rights to the data needed for competitive procurement from multiple sources. The government has determined it would be uneconomical to purchase the data rights or reverse engineer the part, indicating this will likely be a sole-source or limited competition acquisition. Award will be made only if the offeror, product/service, or manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation is due on October 17, 2025, and interested parties can obtain relevant military and federal specifications through the DoD Single Stock Point or ASSIST-Online systems.

This pre-solicitation notice indicates no set-aside designation is being used, making it available to all eligible contractors regardless of size or socioeconomic status. The procurement involves exactly 18 units of the specified filter components, though no specific contract value or budget range is disclosed in the notice. The government's acknowledgment that it lacks proprietary technical data suggests this procurement may favor the original equipment manufacturer or companies with existing licensing agreements for this particular part. The timeline extends from the May 8, 2025 posting date through the October 17, 2025 due date, providing approximately five months for interested parties to prepare their responses. Based on the government's market research, this acquisition will not utilize the commercial item acquisition procedures outlined in FAR Part 12, indicating the specialized nature of these filter units.
