About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure a specialized filter with National Stock Number 1H-4330-009264278-X3, with a total quantity of 494 units to be delivered to distribution centers in Norfolk, VA and Bremerton, WA. The procurement is unique in that the government does not own the technical data rights for the part and has determined it would be uneconomical to purchase these rights or reverse engineer the component. The contracting opportunity will be negotiated under FAR 6.302-1, which allows for single-source procurement. Interested vendors may submit proposals, quotations, or capability statements within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate proposals based on the offeror's ability to meet qualification requirements at the time of award, as specified in FAR clause 52.209-1.
This pre-solicitation notice indicates no specific set-aside designation for the contract, meaning it is open to all qualified vendors. The procurement falls under PSC Category 4330-P for centrifugals, separators, and pressure and vacuum filters. While no specific award value is disclosed, the procurement involves a precise quantity of 494 filter units to be distributed across two naval distribution centers. The solicitation explicitly states that the government is not utilizing FAR Part 12 policies for commercial item acquisition, and interested parties have 15 days to identify potential commercial item solutions. The government retains sole discretion in determining whether to proceed with a competitive procurement process based on the responses received. The final award will be contingent upon the offeror, product, and manufacturer meeting all specified qualification requirements.
