About this opportunity
The 772d Enterprise Sourcing Squadron (Air Force Materiel Command) issued a notice of intent to sole source a film and video online catalog subscription to Kanopy, Inc., with award planned for 15 September 2026 and no opportunity for competitive proposals. The contracting officer invokes 10 U.S.C. 3204(a)(1), citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. The contract is Firm-Fixed-Price with a base period of 30 September 2026 through 29 September 2027, followed by two optional 12-month renewal periods. The requirement supports DoD Morale, Welfare, and Recreation Libraries in serving military personnel at contingency operations and remote sites with comprehensive online film and video access for authorized patrons. Mandatory performance specifications include 85 percent of the catalog holding performance rights, unlimited simultaneous access regardless of user location, OverDrive platform compatibility, multiple content modules (Kids, British Cinema & TV, Episodic Content, Favorites), usage statistics by service branch, and industry-standard authentication methods supporting all four Service branch library websites and Military OneSource platforms. The government conducted market research through a Sources Sought Notice posted 5 August 2026 through 12 August 2026 on SAM.gov that generated no responses, establishing the absence of viable competitors. Interested parties may submit comments on the sole-source justification by 20 August 2026.
