About this opportunity
The Field Operations Support Services (FOSS) Special Notice, published by the Department of Homeland Security's U.S. Citizen and Immigration Services (USCIS), concerns a short-term interim bridge contract to provide customer support services for immigration benefits across the United States. This Special Notice is categorized as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside opportunity and was posted on November 14, 2025, with an application due date of April 10, 2026. The contract involves providing records management and administrative support to 16 of the 86 USCIS field office locations nationwide. The primary objective of this Special Notice is to ensure continuity of essential immigration benefits adjudication services while the government prepares a competitive solicitation.
The bridge contract is intended to serve as an interim solution for a period of three months, running from March 1, 2026, through May 31, 2026, with potential extension authority under FAR 52.217-8. USCIS has determined that an urgent and compelling need exists for this contract due to the critical nature of immigration benefits processing, and any service lapse would significantly impair the agency's ability to adjudicate benefits accurately and effectively. The contract has been awarded to the incumbent contractor, Sciolex Corporation, ensuring operational continuity during this transition period. Following the completion of this bridge contract, the government plans to issue a competitive solicitation through the GSA Multiple Award Schedule (MAS) as a SDVOSB set-aside. Eligible contractors must be Service-Disabled Veteran-Owned Small Businesses to participate in the subsequent competitive procurement.

The Field Operations Support Services (FOSS) contract is to provide customer support services pertaining to immigration benefits for clients living within their designated areas. The Contractor provides records management and administrative support to 16 of the 86 USCIS field office locations throughout the U.S. to support adjudication efforts of Immigration Service Officers.
An urgent and compelling need exists, and following the competitive procedures for a new contract would result in unacceptable delays and result in serious injury to the Government. Should the FOSS contract have a lapse in service, the agency would feel a direct negative impact in its ability to adjudicate immigration benefits accurately and effectively. This would not only directly harm both the mission of Field Office Directorate (FOD) but also the Directors priorities and the overall mission of USCIS.
The period of performance for this short-term interim bridge contract will be 3 months from 3/1/2026 to 5/31/2026 with the ability to extend the contract further through FAR 52.217-8. The government anticipates issuing a competitive solictation through GSA MAS as a SDVOSB set-aside. The bridge contract will be awarded to the incubment contractor, Sciolex Corporation.
