About this opportunity
The United States Coast Guard (USCG), under the Department of Homeland Security, has issued a Special Notice of Intent to award a sole source Firm-Fixed Price contract to Hexagon US Federal for the Field Activity Case Tracking System (FACTS). The contract will cover a twelve-month period from March 28, 2025 to June 27, 2025, focusing on software maintenance and system support for the USCG Investigative Service (CGIS) and Civil Rights Directorate (CRD). FACTS is an online system that enables storing and sharing law enforcement investigative information, including physical security, anti-terrorism, protective security, and case data across the USCG enterprise. The system supports performance metrics analysis for CGIS and CRD operations and other USCG missions. This Special Notice is explicitly not a request for competitive quotes, but rather a notification of the intended sole source procurement.
The primary objective of this procurement is to acquire software licenses and obtain ongoing software maintenance, system sustainment, and refinement services for CGIS and CRD system functionality. Contractors interested in this opportunity must submit a capability statement by March 25, 2025, at 12:00 noon Eastern, via email to domingo.cruz2@uscg.mil, demonstrating how competition could benefit the government. All responding vendors must be registered in the System for Award Management (SAM) with a valid Unique Entity ID and CAGE code. The scope of work includes software maintenance, system sustainment, offsite and onsite system management support, and data transfers to various government systems like D-DEx, OCDETF, and the National Incident-Based Reporting System. While the government will consider responses, it retains complete discretion to decide whether to pursue a competitive procurement, and vendors will not be reimbursed for any costs incurred in preparing their submissions.
