About this opportunity
The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, has issued a Special Notice regarding a sole source procurement for FIDO Alliance membership. This is a notice of intent rather than a formal request for quotation, and no solicitation document will be issued. NIST intends to negotiate a firm-fixed priced purchase order directly with FIDO Alliance Inc., located in Beaverton, Oregon. The procurement authority is based on FAR Subpart 13.106(b)(1), which permits the Contracting Officer to solicit from a single source. The applicable NAICS code is 813920 (Professional Organizations) with a small business size standard of $23.5 million.
NIST's Information Technology Laboratory (ITL) seeks to maintain its membership with FIDO Alliance to support continued development of identity and digital credential standards and practices. The membership period will be effective from the date of award through December 31, 2026. The due date for this special notice is January 7, 2026, establishing a five-day notification window from the posting date of January 2, 2026. FIDO Alliance is recognized as an approved Standards Organization by the NIST Standards Coordination Office and develops widely-supported standards for authentication and device attestation. As this is a sole source procurement, there are no specific eligibility requirements for competing contractors; however, interested parties should note that only FIDO Alliance Inc. is being considered as the designated source for this acquisition.
