About this opportunity
The Air Force Life Cycle Management Center has issued a Special Notice announcing its intent to negotiate a sole source Firm-Fixed Price contract for Pointwise software license renewal. This procurement is being pursued under FAR 13.106-1(b) authority, as only one source is reasonably available for this specialized software. Pointwise is essential computational fluid dynamics software used for high-fidelity mesh generation in aircraft design and warfare model production environments. The software is exclusively sold through Pointwise, Inc., making it the only viable source for perpetual licenses. The procurement supports current intelligence, technological, and warfare model production requirements within the Department of Defense.
The primary objective of this procurement is to maintain continuity of operations for critical defense modeling and simulation capabilities that rely on Pointwise software for generating high-quality 3D meshes used in physics-based modeling tools. Interested contractors must submit capability statements, proposals, or quotations with clear and convincing evidence of their ability to provide the required services by August 4, 2025, at 2:00 PM EST. While this is positioned as a sole source procurement, the government will consider responses from all responsible sources, though any decision not to compete the action remains at the government's discretion. The contract includes a 365-day performance period after award and is estimated to support FY25 requirements. An Ombudsman, Col(S) Paul W. Tinker, has been appointed to address contractor concerns during the proposal development process, though routine solicitation matters should be directed to the designated buyer.
Notice text
The Air Force Life Cycle Management Center intends to negotiate a sole source Firm-Fixed Price contract for Pointwise Licenses. This justification is for a single source in accordance with the following authority, as applicable: FAR 13.106-1(b) and the circumstances of the contract action deem only one source reasonably available. The procurement of the Pointwise software is essential to support the current intelligence, technological, and warfare model production environments. Pointwise is specialized software that is sold through a single source and Pointwise, Inc. is the only source that can provide Pointwise software perpetual licenses. Please see the Justification and Approval document attached to this posting for additional details.
This is not a request for competitive proposals and no solicitation is available at this time. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by 4 August 2025 at 2PM EST. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government.
Col(S) Paul W. Tinker has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. Should you desire to contact the Ombudsman, Col(S) Paul W. Tinker can be reached at e-mail: asca@us.af.mil.
