About this opportunity

The Naval Sea Systems Command, Naval Undersea Warfare Center Division Newport, seeks to procure FiBO 250 Interferometer packages and related optical adapters on a 100% small business set-aside basis, with quotes due July 14, 2026. This is a brand name procurement with no substitutions allowed; Amendment 0001 removed the CMMC requirement, classifying the items as COTS.

The procurement includes three line items: CLIN 0001 requests three FiBO 250 Interferometer Packages (P/N SYS-250), each containing the fixed-magnification interferometer, FiBO Code Software v3.1, calibration target set with 2D, 3D, and Apex Offset targets, rugged carrying case (14x11x6), 6-foot USB 3.0 connection cable, user manual and documentation, one-year hardware warranty, and ST connector adapter; CLIN 0002 requests three Adapter Ferrule 2.0mm PC units (P/N A1-UPC-200); CLIN 0003 requests three ST connector adapters. Place of performance is Newport, Rhode Island. The NAICS code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a small business size standard of 750 employees. PSC code is 6625, Electrical And Electronic Properties Measuring And Testing Instruments.

The Government has operated FiBO 250 interferometers for more than five years in repair and manufacturing operations. The justification for brand-name specification cites incompatibility of alternative models with existing FiBO 250 systems, which would require maintaining separate spare parts logistics for multiple interferometer models.

Amendment 0001:

The purpose of this amendment is to remove the CMMC requirement as this item has been classified as COTS.

All other terms solicitation terms and conditions remain unchanged.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in part 12. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quote (RFQ) number is N66604-26-Q-0363.

This procurement is solicited on a 100% small business set-aside basis. The North American Industry Classification Systems (NAICS) Code is 334515. The small business size standard is 750 employees.

The Naval Undersea Warfare Center Division, Newport intends to procure the following items on a brand name basis, no substitutions allowed.

CLIN 0001: FiBO 250 Interferometer Package per minimum specifications, P/N: SYS-250, Quantity: 3/Kits

MINIMUM SPECIFICATIONS/SALIENT FEATURES

(1) FiBO 250 Interferometer Package including the below:

(2) FiBO 250 Interferometer (fixed magnification)

(3) FiBO Code Software v3.1 (Flash Drive)

(4) Calibration Target Set (2D, 3D, Apex Offset)

(5) Rugged carrying/storage case (14x11x6)

(6) USB 3.0 Connection Cable (6 ft)

(7) User Manual and Documentation (Flash Drive)

(8) 1-Year Warranty on FiBO Hardware

(9) Connector Adapter ST

CLIN 0002: Adapter Ferrule 2.0mm PC, P/N: A1-UPC-200, Quantity: 3/Each

CLIN 0003: Connector Adapter ST, Quantity: 3/Each

The Government currently employs FiBO 250 interferometers in support of repair and manufacturing. The interferometers have been used in the Government’s infrastructure for more than five years.  The purchase of any model other than the FiBO 250 would provide incompatible parts that cannot be interchanged with the current FiBO 250 interferometers currently in use. Therefore, additional parts and accessories would need to be maintained for both the FiBO 250 and any other models. This would increase the logistics footprint required to maintain spare parts for different interferometer models and any new model interferometers, as well. In addition, the FiBO 250 utilizes custom software that no other interferometers are compatible with. Based on this, only the FiBO 250 can meet the Government’s minimum requirements.
