About this opportunity
The United States Marine Corps (USMC) is conducting market research to identify sources capable of providing a specialized Fiber Optic Tool and Repair Kit designed for lifecycle maintenance and repair of Tactical and Mixed Fiber Optic Cable Assemblies in austere environments. The procurement seeks a comprehensive kit that includes a fusion splicer capable of handling 1, 2, and 4 strands of 900- and 250-micron fibers, with specific technical requirements for stripping, cleaving, splicing, and protecting fiber strands. Interested vendors must submit a white paper response by May 22, 2025, at 3:00 PM EST, with the response divided into two sections: an administrative page covering company details and a technical section of up to 20 pages detailing product specifications, mobility, durability, and manufacturing readiness. The evaluation will focus on the kit's ability to meet Class II MIL-PRF-28800 requirements, support organic Marine Corps maintenance, and include Item Unique Identification (IUID) marking. Vendors are expected to provide comprehensive information about potential solutions, understanding that this Request for Information (RFI) is for market research and does not guarantee a future contract.
The pre-solicitation notice does not indicate any specific set-aside designations for this procurement, suggesting the opportunity is open to all qualified vendors. No incumbent contractors are mentioned in the documentation, and specific award values or budget ranges are not disclosed in the current materials. The kit must be capable of operating in field environments and include a transit case for transporting all equipment components. While the exact quantity of kits is not specified, the USMC is seeking a solution that can be deployed across Marine Corps operations, emphasizing durability and versatility in challenging operational conditions. The procurement timeline suggests an initial market research phase with potential future solicitation, indicating the USMC is in the early stages of exploring potential solutions for their fiber optic maintenance and repair needs.

Note: The Due Date for this RFI has been extended to Friday, 30 May 2025.
The USMC is seeking information to identify sources with the capability to provide lifecycle maintenance, repair, sustainment, technical training, and technical and warranty support for fiber optics test and repair kit to include but not limited to hardware, software, and accessories to provide end-to-end testing of ground field-level end items.
The fiber optic repair kit is required to repair and sustain Tactical Fiber Optic Cable Assemblies (TFOCA) and Mixed Fiber Optic Cable Assemblies (MFOCA) in austere environments. The kit must include a fusion splicer that supports 1, 2, and 4 strands of 900- and 250-micron fibers with a splice protector that fits and melts over the splice. The kit must include an enclosure over the entire spliced portion of the cable when in use. The pieces of equipment in the kit must strip, cleave, fusion splice, and protect all four fiber strands. A transit case is required to hold and transport all equipment. The kit must be able to be organically sustained by the Marine Corps.
The system needs to meet Class II requirements of MIL-PRF-28800 for operation and transportation in the field environment and requires an Item Unique Identification (IUID) marking.
See attached RFI for more details.
