This action was awarded sole source via FFP contract based on the following rationale:
OptaSense, Inc. has been identified as the only company who can meet the required specifications due to the requirement to purchase proprietary supplies that will work with a proprietary system currently in use under testing at CRREL. CRREL has been conducting specialized geophysical testing with the ODH-4 since June 2019 under contract W913E5-19-P-0027. The sensor was needed for a series of several testing events across the United States over many months (testing different geologies, climates, and targets). Since the exact testing schedule was not fully known (results of one test informed where/when to conduct the next test), the original contract included several options to extend the lease and buy additional cable supplies. Due to its extremely specialized nature, the cable is very fragile and tends to become destroyed during deployment and recovery, thus additional cable is needed for continued testing. Attempts are made to salvage what can be saved after each deployment. However, CRREL needs to complete two upcoming tests in Spring 2020 and Summer 2020 and lacks sufficient lengths of the necessary OptaSense proprietary Proteus 1 fiber optic cable to complete these tests. OptaSense, Inc. is the sole authorized provider of its proprietary Proteus 1 Fiber Optic Cable. OptaSense, Inc. produces the only fiber optic cable and connectors that are interoperable with CRREL’s existing ODH-4 systems.
