About this opportunity

The Department of the Navy Naval Sea Systems Command is soliciting proposals for two Gasketed Plate Heat Exchangers (PHE) to support land-based testing of prototypical shipboard systems. The requirement encompasses one seawater-representative PHE and one freshwater-representative PHE for Closed Loop Cooling Water Systems, along with associated components including drip pans and a port strainer. This procurement falls under NAICS 332410 (Power Boiler and Heat Exchanger Manufacturing) and PSC 4420 (Heat Exchangers and Steam Condensers). The solicitation was posted on November 13, 2025, with a proposal due date of December 12, 2025. While the solicitation notice does not specify detailed evaluation criteria or pre-proposal question deadlines, offerors should anticipate that proposals will be evaluated based on technical capability to meet the specified system requirements and other standard federal procurement criteria.

This is an unrestricted procurement with no set-aside designation, making it open to all eligible contractors. The solicitation does not identify current incumbents or provide an explicit contract award value in the available documentation. The requirement specifies the procurement of exactly two heat exchangers configured for different fluid media applications—the seawater system utilizing demineralized water on the process side and freshwater on the condenser side, while the freshwater system uses demineralized water on both sides. The location of performance is not explicitly detailed in the solicitation notice, though land-based testing suggests the systems will be delivered and potentially tested within the continental United States, likely at a naval facility supporting Naval Sea Systems Command operations.
