About this opportunity

The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking contractors to design, procure, fabricate, and deliver specialized ductwork systems for a GE LM2500+G4 Gas Turbine installation at a Land Based Engineering Site. The procurement encompasses four critical systems: a Filter House Filtration System, Combustion Air Intake Ducting, Cooling Air Fan and Ducting, and Uptake Ducting, all designed to ensure proper, safe, and environmentally compliant operation of the gas turbine in Philadelphia's regional climate conditions. The systems must meet stringent technical specifications including air quality standards, temperature resistance up to 1,200°F, anti-icing capabilities, thermal expansion considerations, and incorporation of safety features such as access points and emissions testing ports. While specific evaluation criteria are not detailed in this pre-solicitation notice, the contract will require comprehensive documentation deliverables including design documentation, performance analysis reports, and certification data reports. The solicitation response deadline is July 7, 2025, with the pre-solicitation posted on June 23, 2025.

This procurement does not utilize any set-aside designations and no incumbent contractors or potential award values are specified in the notice. The contract establishes a strict delivery timeline requiring all equipment and materials to be delivered on-site no later than January 31, 2027, with an important restriction that no deliveries will be accepted before May 31, 2026. The procurement falls under NAICS code 333413 for Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing and PSC code 4460 for Air Purification Equipment. The systems must withstand extreme operational conditions and maintain precise performance standards to support the Navy's land-based gas turbine testing infrastructure. The contract is classified as a non-personal services procurement, indicating the government is seeking tangible deliverables rather than professional services.
