About this opportunity
The Department of the Army Materiel Command Contracting Command Redstone Arsenal (ACC-RSA) has published a sole source special notice for FEMAP Xcelerator Software-as-a-Service (XaaS) Subscription. This procurement is being conducted under FAR 13.501(a)(2)(i) as a sole source acquisition with ATA Engineering, Inc, who is identified as the only source capable of fulfilling the government's requirement for renewal of this proprietary copyrighted software. The notice covers four distinct 12-month software subscriptions with unique identifiers E601, E521, E529, and E523, each to be procured in quantities of one. The acquisition utilizes NAICS code 513210 (Software Publishers) and is scheduled for award on September 30, 2025. ACC-RSA emphasizes this is not a request for competitive quotes and that phone calls will not be accepted.
The purpose of this procurement is to provide yearly maintenance services for FEMAP software, which serves as a critical Finite Element Analysis (FEA) tool for the Systems Readiness Directorate's engineering analysis of Army rotorcraft, fixed-wing, and unmanned aerial platforms. The software is essential for complex aircraft analysis including flutter and rotor dynamics simulations required for airworthiness verification missions. While this is a sole source procurement, FAR 5.207(c)(16)(ii) allows all responsible sources to submit capability statements, proposals, or quotations by the August 22, 2025 deadline, which the agency will consider. Extensive market research was conducted, including reviews of CHESS ITES-SW2, ELA, ESI, and GSA Advantage websites, which confirmed no viable alternatives exist with the specialized capabilities required for rotorcraft engineering applications. The Army plans to utilize a Section 233 Waiver to procure these IT requirements outside the mandatory CHESS Program, and interested parties should note that ACC-RSA will not be responsible for any costs incurred in responding to this notice.
