About this opportunity

The Federal Emergency Management Agency (FEMA) is hosting a virtual Industry Day on June 10, 2026, to engage potential contractors for Permanent Housing Construction repairs supporting the Crow Tribe of Montana following the August 6, 2024 severe storm and straight-line wind event (Disaster Declaration 4847). No set-aside applies.

FEMA seeks qualified firms to repair approximately 25 residential properties on the Crow Reservation, including site-built homes, modular homes, manufactured homes, and travel trailers. Place of performance is the Crow Reservation in Montana, with a designated project manager required on-site during normal work hours.

Contractors must comply with the Tribal Employment Rights Ordinance (TERO), including registration with the TERO office, payment of a 4 percent project fee on monthly FEMA construction progress payments, and payment of $200 per non-Indian worker permit fee. Repairs must restore homes to safe, sanitary, and functional condition per applicable federal, state, local, and tribal codes, including the 2021 International Existing Building Code for high wind and flooding hazards and 2018 IBC for other repairs. Eligible repairs span interior work, exterior work, electrical and HVAC systems, plumbing, and accessibility features. The contractor must complete each repair within 120 days from notice to proceed, with all repairs finished by October 31, 2026. Total period of performance is 195 calendar days from award.

Evaluation criteria include technical approach, past performance, and price. Offerors should demonstrate residential construction capability, experience with tribal projects, and ability to manage supply chain and staffing challenges unique to the Crow Reservation.
