About this opportunity

The U.S. Office of Personnel Management (OPM) is seeking automated verification solutions to implement the FEHB Protection Act of 2025 for auditing family member eligibility across the Federal Employees Health Benefits Program, which serves approximately 8.3 million people. The procurement seeks vendors capable of conducting large-scale automated dependent verification audits for employees and annuitants using artificial intelligence, document recognition, and real-time or batch data matching technologies. Key requirements include integration with federal data sources such as the Social Security Administration and Internal Revenue Service, web portal development with document upload capabilities, Identity and Access Management system integration at Identity Assurance Level 2, and mandatory U.S.-based workforce and server infrastructure. OPM is exploring three potential procurement approaches: engagement of a single end-to-end vendor, procurement of modular verification components, or development of a centralized OPM-managed platform with vendor-provided automated verification capabilities. Vendors must submit responses by December 15, 2025, in PDF format not exceeding 15 pages, addressing company profile, audit methodology, technical capabilities, data sources, implementation approach, and pricing considerations. The evaluation criteria emphasize vendor capabilities in automation, data integration, document processing, case management, member support, and compliance with federal security and privacy standards.

No set-aside designation applies to this procurement opportunity, and no current incumbent contractor is identified in the pre-solicitation notice. The specific contract award value and budget range have not been disclosed in the available documentation. The solution must accommodate continuous verification processes and support reconsideration requests or appeals workflows, though the exact timeline for implementation and service delivery periods has not been specified. Vendors should anticipate that the solution will need to scale across multiple populations and integrate seamlessly with OPM systems for recording successful verifications and transmitting terminations to health insurance carriers and employing offices. The RFI response deadline of December 15, 2025, represents the initial opportunity for vendors to demonstrate relevant capabilities and positioning for potential follow-on solicitation activities.

Notice text

Through the attached Request for Information (RFI), the U.S. Office of Personnel Management (OPM) seeks industry collaboration in evaluating potential options for implementing the FEHB Protection Act of 2025. Specifically, OPM seeks information on vendor capabilities to:

  1. Conduct large-scale automated verifications for purposes of family member eligibility verification audits (also known as dependent verification audits) across different populations, including employees and annuitants (retirees), that submit a variety of documents.
  2. Implement automated verification technologies, including AI, document recognition, and real-time or batch data matching.
  3. Connect with federal and external data sources (e.g., Social Security Administration, Internal Revenue Service, vital records offices) to help augment or verify family member data in both real-time or batch.
  4. Provide and configure web portals, including workflows or case management capabilities, for enrollees or family members to upload documents. Administrators should have the capability to monitor automated verifications, verify documents manually if needed, and process reconsideration requests (or appeals).
  5. Integrate web portals with Identity and Access Management systems supporting Identity Assurance Level 2 (IAL-2) access provisions.
  6. Provide member support and conduct any outreach as needed.
  7. Generate and mail notices to members as required to submit verification documents.
  8. Scan any mailed in paper documents and use Optical Character Recognition (OCR) to digitize and index these documents.
  9. Integrate with OPM systems to extract latest data, record successful verifications and transmit terminations to Carriers and employing offices.
  10. Software or any services must be delivered in the United States (workforce and servers on United States soil).
