About this opportunity
The Department of the Interior (DOI), specifically the Interior Business Center (IBC), is seeking an enterprise-scale talent management system to modernize and expand the FedTalent Learning Management System (LMS). The procurement aims to develop a comprehensive system that can support approximately 125,000 user accounts across 15 customer environments, with capabilities for on-premises and cloud deployment. Key technical requirements include FedRAMP compliance, Section 508 accessibility, multi-tenancy support for 200-200K users, and integration with HR systems and content libraries. Vendors must demonstrate system capabilities through detailed responses not exceeding 5 pages, with potential one-on-one sessions planned for January-February 2025. The Request for Information (RFI) responses are due by December 13, 2024, at 4:00 PM ET, with the primary objective of reducing complexity, increasing security, and eliminating duplication of efforts across the IBC.
The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity, which falls under the NAICS category 541511 for Custom Computer Programming Services. The system must support comprehensive learning management features, including course creation, virtual learning integration, assessment tools, analytics, and extensive customization options. While specific award values are not disclosed, the contract appears to be an enterprise-level procurement with significant scope, targeting a cloud transition within the first year of implementation. The system must accommodate diverse learning content types, support SCORM/xAPI compatibility, and provide robust reporting and collaboration tools. The total user environment includes 30 customer environments (production and staging) plus 5 test environments, suggesting a complex and scalable technological solution is required.
