About this opportunity
The Library of Congress Federal Library and Information Network (FEDLINK) is conducting market research to identify potential sources for serials subscription management and related support services, with capability statements due by October 7, 2026. The procurement contemplates acquisition of subscription management and fulfillment services for serial publications in all formats—traditional print materials and remotely hosted electronic content—for FEDLINK member agencies.
Subscription management encompasses five critical operational areas: ordering and renewing subscriptions; serving as fiscal agent with publishers, including prepayment and refund processing; facilitating timely access to and claiming delivery of ordered subscriptions in both print and electronic formats; troubleshooting and resolving end-user access issues; and providing reports and administrative support for serials management. The Government seeks entities capable of managing large, diverse portfolios of serials subscriptions across multiple formats, including new subscriptions, renewals, cancellations, changes, and publisher coordination.
Interested offerors should submit capability statements or other documentation demonstrating ability to perform the described requirements. Responses must include company name, points of contact, UEI, and CAGE code if applicable; a description of subscription management capability for portfolios of various formats; and any other relevant information such as commercial practices or capabilities the Government should consider during requirements development.
This is a market-research phase; no formal solicitation has been released. NAICS 424920 (Book, Periodical, and Newspaper Merchant Wholesalers) and PSC 7630 (Newspapers and Periodicals) are applicable.
