About this opportunity

The Defense Logistics Agency Aviation (DLA-AVN) is issuing a pre-solicitation notice for a one-year bridge contract modification to extend the existing hardware and abrasives supply contract SPE4AX-21-D-9407 from June 30, 2026 to June 30, 2027. This procurement involves Federal Stock Group (FSG) 53 hardware and abrasives items, specifically approximately 12,860 items used across multiple weapons systems, falling under NAICS code 332722 for bolt, nut, screw, rivet, and washer manufacturing. The bridge contract is being implemented to provide sufficient time for DLA-AVN to solicit, evaluate, and award the follow-on Hardware Acquisition Recompete-Customer Direct (HAR-CD) and Hardware Acquisition Recompete-DLA Direct (HAR-DD) efforts. The modification will be awarded on a sole-source, unrestricted basis under FAR 6.302-1 justification that only one responsible source can satisfy agency requirements. The current pre-solicitation notice was posted on July 7, 2025, with a due date of July 22, 2025.

This procurement does not utilize any set-aside designations and will be awarded directly to the incumbent contractor, Noble Supply and Logistics, LLC (CAGE code 1HEN9), located at 6356 Commercial Drive, Olive Branch, Mississippi. The estimated dollar value for the one-year bridge contract is $93 million, representing a substantial hardware supply arrangement. The original contract SPE4AX-21-D-9407 was awarded on June 28, 2021, following solicitation SPE4A5-20-R-0150, and the current bridge extension will maintain continuity of supply operations. Performance will continue at Noble's existing order fulfillment facility in Mississippi, ensuring operational consistency for the approximately 12,860 hardware items that support multiple weapons systems. Companies interested in subcontracting opportunities for the current contract or future HAR-CD and HAR-DD efforts can contact the designated contracting officers and program managers for additional information.

Notice text
