About this opportunity

United States Transportation Command issued a Request for Information on June 11, 2026, seeking non-federal collaborators from industry and academia to enter into Cooperative Research and Development Agreements under 15 USC 3710a to evaluate Maritime Autonomous Surface Ships for Department of Defense materiel distribution across global supply chains. This is not a procurement solicitation and does not constitute a commitment to any future contract award.

USTRANSCOM seeks unclassified white papers addressing one or more of ten specified research topics, including current state-of-practice for MASS technology, proliferation projections over two-, five-, and ten-year horizons, operational concepts, port infrastructure integration, survivability against threats, regulatory requirements, business case and ROI modeling, and emerging technologies. White papers must not exceed eight pages, formatted in Microsoft Word or PDF with Times New Roman 12-point font, 1-inch margins, and sequentially numbered pages. Responses are due by July 6, 2026 at 11:00 AM Central Time via unclassified email to transcom.scott.tcj4j5j7.mbx.orta@mail.mil.

USTRANSCOM will select one or more white papers for further discussion, followed by a virtual industry day with one-hour presentations and subsequent separate negotiations covering CRADA objectives, duration, intellectual property rights, and resource contributions. No government funding is available for white paper preparation, discussions, or facility visits. CRADAs are forecast for approximately two-year periods and may involve Defense Logistics Agency, Military Sealift Command, and Army Transportation Command. Small businesses are encouraged to respond, and collaborators may team with other qualified non-federal parties.
