About this opportunity
The Department of Labor Employment and Training Administration Office of Workforce Investment is conducting market research through a Sources Sought Notice and Request for Information due July 3, 2026, to identify potential contractors capable of providing Federal Bonding Program services; this is a pre-solicitation notice for information purposes only and does not constitute a formal solicitation for proposals or quotes.
The RFI seeks sources with demonstrated capacity to issue fidelity bonds across all 50 states, Puerto Rico, Guam, US Virgin Islands, and Northern Mariana Islands. Respondents must address four core technical capabilities: issuance of fidelity bonds across the full geographic scope; provision of a website enabling states to electronically purchase and issue fidelity bonds with clear differentiation between DOL grant-funded bonds and other sources; maintenance of a secure electronic database protecting confidentiality of bond issuance information; and ability to commence program administration within 30 days of contract award.
No set-aside is anticipated. Responses are voluntary and non-binding; the government assumes no financial responsibility for response costs. Respondents will not receive acknowledgment of receipt or notification of evaluation results. Information marked proprietary will be handled accordingly. This market research activity informs potential future formal procurement action but does not commit the government to award or establish pricing expectations.
