About this opportunity

The Department of the Army Corps of Engineers Engineering District Far East is soliciting quotes for the production of a FED Overview Video under a combined synopsis/solicitation procedure using Federal Acquisition Regulation (FAR) Parts 12 and 13 for commercial and simplified acquisitions. The procurement will result in a firm-fixed-price (FFP) contract award. All offerors must submit proposals by 3 p.m. Korea Standard Time on Thursday, March 20, 2025, and written questions regarding the solicitation must be submitted no later than one week after the solicitation's release date of February 19, 2025. The Government reserves the right to cancel the solicitation at any time without obligation to reimburse offerors for costs incurred in proposal development. While specific evaluation criteria are not detailed in this notice, the contract will be awarded based on the quotes provided for the video production services requested.

This procurement is designated as a Local Area Set-Aside, restricting competition to qualified local contractors. The solicitation does not identify any incumbent contractors or current service providers. No specific award value or budget range is disclosed in the notice. Importantly, due to the Republic of Korea-United States Status of Forces Agreement (SOFA), all offerors—including U.S. sources—must obtain and maintain requisite business licenses directly from the ROK Government and demonstrate capacity to conduct business in accordance with all applicable ROK laws, including labor, taxation, and immigration regulations. Contractors not already operating in Korea must provide adequate verification of their ROK business authorization and operational capacity in their initial proposals, or they may not be considered for award. The place of performance is the Republic of Korea.
