About this opportunity
The Federal Deposit Insurance Corporation (FDIC) is soliciting quotes for Omnissa Horizon Subscription Maintenance through RFQ# CORHQ-25-Q-0391, specifically seeking 260 concurrent user licenses for Omnissa Horizon 8 Enterprise Term with VVF for VDI Edition software. The procurement requires offerors to be authorized Omnissa resellers or original equipment manufacturers and submit comprehensive proposals including a completed price schedule, Section K representations and certifications, reseller/partner agreements, and any applicable end-user license agreements or master service agreements. The FDIC will evaluate submissions using a Lowest Price Technically Acceptable (LPTA) methodology, awarding the contract to the responsive offeror meeting minimum technical requirements at the lowest price. Questions regarding the solicitation are due by 12:00 PM EST on September 22, 2025, with final quote submissions required by 12:00 PM EST on October 9, 2025. The agency emphasizes preference for government-approved contract terms and requires the most favorable discount pricing from vendors.
This procurement does not utilize any set-aside designations and will cover a one-year license term from January 1, 2026, to December 31, 2026. The contract will be performed in Arlington, Virginia, with the FDIC executing the agreement in its corporate capacity and designating both an oversight manager and contracting officer for procurement management. While no specific award value is disclosed in the solicitation documents, the procurement involves 260 concurrent user licenses structured as 10 Concurrent User Packs, with vendors required to factor all costs including travel into their firm fixed price quotes. The FDIC is exempt from state sales tax obligations, and proposals will be evaluated for completeness and price reasonableness through comparison with other offerors, the agency's independent government estimate, and commercial price lists. All proposal submissions must be made electronically to the designated contracting officer at ditoles@fdic.gov.
