About this opportunity
The Federal Deposit Insurance Corporation (FDIC) is soliciting quotations for DigiCert Public Key Infrastructure (PKI) subscription maintenance services under RFQ# CORHQ-26-Q-0128. The solicitation requires vendors to be authorized DigiCert resellers or partners, or the original equipment manufacturer, and mandates submission of proposals in three volumes: Volume I (pricing with most favorable discounts), Volume II (additional information and certifications), and Volume III (supply chain risk management information). The FDIC will evaluate proposals using a lowest price technically acceptable evaluation methodology. Key deadlines include a question submission deadline of April 16, 2026, and an amended proposal due date of May 4, 2026, at 12:00 PM EST, as extended by Amendment 0002 issued on April 27, 2026. Prospective vendors must maintain active SAM.gov registration prior to award and submit all applicable terms and conditions, End User License Agreements, or Master Service Agreements with their quotes, with the FDIC preferring Government-approved terms.
This solicitation includes no set-aside designations and identifies no incumbent contractors. The contract covers a one-year performance period from July 1, 2026, through June 30, 2027, and encompasses ten line items including 8,000 user seat licenses, 1,000 server seat licenses, 15,000 device seat licenses (increased from 1,000 to 1,250 in Amendment 0002 for certificate management seats), seven organizational certificates, one additional Certificate Authority private key, 300 online recurring seats, and one premium support seat. The price schedule submitted by vendors will determine the contract value, though the government files do not disclose a specific budget ceiling or estimated value range. The place of performance is Arlington, Virginia, with all delivery of non-tangible items to be submitted to DITSoftwareMgt@FDIC.gov and the designated Oversight Manager.
