About this opportunity
The Federal Deposit Insurance Corporation (FDIC) is seeking proposals from U.S. law firms to provide non-criminal administrative investigative services for its Office of Professional Conduct and Office of Equal Employment Opportunity. The solicitation aims to select law firms capable of conducting investigations into allegations of workplace misconduct, including harassment, bullying, discrimination, and other employee-related issues. Key contract requirements include demonstrating extensive investigative experience, providing detailed team qualifications, and submitting proposed rates and potential conflicts of interest. Evaluation criteria will primarily focus on the firm's investigation experience, prior work with FDIC, proposed fees, and potential conflicts. Critical dates include a November 26, 2024 deadline for submitting questions and a December 4, 2024 deadline for proposal submissions, with the FDIC potentially making multiple awards from this solicitation.
This solicitation is not set aside for any specific business category and will be open to all qualifying U.S. law firms. The place of performance is Washington, DC, and the contract will be governed by the FDIC's Outside Counsel Deskbook rather than standard Federal Acquisition Regulations. While specific award values are not disclosed, the solicitation covers both immediate pending investigations and potential future investigations that may arise. The contract will require firms to prepare detailed investigative reports, including 10-page Reports of Investigation and 3-page recommendation memoranda, with a lookback period of 5 years for prior FDIC work and 10 years for general investigative experience. Proposals are limited to 6 pages, with additional allowances for biographical information and sample work products, indicating the FDIC's desire for concise yet comprehensive submissions from potential legal service providers.
