About this opportunity

The U.S. Food and Drug Administration is conducting market research through a sources-sought notice, due by September 3, 2026, to identify small businesses on GSA MAS Schedule 54151S or 54151HACS capable of delivering NextGen Cyber Engineering, Operations, AI, and Unified Services. This notice is restricted to Total Small Business set-asides and does not commit the Government to award a contract.

The FDA seeks integrated cybersecurity services across five domains: cybersecurity engineering and platform modernization; cybersecurity operations (SOC/NOC) and threat management; Identity, Credential, and Access Management (ICAM); artificial intelligence and automation; and post-quantum cryptography. Services will support a Zero Trust architecture protecting FDA's 21,000 end users, 4 public-facing applications, and 413 production/pre-production systems through a Blanket Purchase Agreement called NEXUS. Performance occurs on a hybrid basis at FDA facilities in North Bethesda and Silver Spring, Maryland with telework as directed; contractor personnel must obtain Public Trust, Moderate Level Tier 2S clearances.

Respondents must submit capability statements not exceeding 15 pages to Nakita.Archibald@fda.hhs.gov and CC Natasha.Abbington@fda.hhs.gov. Required content includes corporate profile with UEI, DUNS, and CAGE numbers; small business certifications; relevant federal prime contractor experience on comparable cybersecurity work; current ISO/IEC 9001:2015 and 27001:2022 certifications; CMMI Level 3 or higher certifications; and detailed responses to capability questions addressing integrated delivery, platform integration, SOAR implementation, AI/ML applications, teaming structures with small business participation, ICAM experience, and 24x7x365 staffing with shift coverage and surge capacity planning.
