About this opportunity
The Food and Drug Administration (FDA) is seeking information on potential sources for federal government library resources, specifically digital subscriptions for journals, books, databases, and training materials. The key objective is to consolidate these subscriptions into a single Blanket Purchase Agreement (BPA) to streamline the procurement process. The vendor will be responsible for placing new and renewal orders, paying publishers, and managing license agreements on behalf of the FDA. The vendor must provide an online tracking system with comprehensive metadata and reporting capabilities. The period of performance is January 1, 2025 through January 31, 2030.
This requirement is anticipated to be procured through the GSA Multiple Award Schedules, under SIN 54151ECOM & 511120. The FDA is issuing a Sources Sought notice to gather market information, and responses are due by September 23, 2024. The requirement is set aside for small businesses, and the government has included an "Other Direct Costs" CLIN with a not-to-exceed value of $450,000 to cover unforeseen subscription changes.
