About this opportunity
The Federal Bureau of Prisons Field Acquisition Office seeks one instantaneous 50 GPM steam-to-water heater with thermostatic mixing valve and one insulated 275-gallon hot water storage tank for FCI Waseca, with quotations due July 22, 2026. This is a total small business set-aside, 100% reserved for small business concerns.
Place of performance is Waseca, Minnesota. The equipment must be capable of temperatures ranging from 40 to 160 degrees Fahrenheit, vertical insulated and glass-lined, and comply with applicable plumbing and safety standards including the International Plumbing Code, Underwriters Laboratories standards, and the National Standard Plumbing Code. The specified product basis is the Armstrong RT66540R Flo-Rite-Temp Steam to Water Heat Exchanger or approved equal, paired with an Armstrong 275-gallon hot water storage tank (40" x 78" insulated) or approved equal. Vendors offering equal products must provide complete technical documentation for Government review. The hot water system must maintain 160 degrees Fahrenheit outlet temperature to meet laundry sanitation requirements. This is supply-only; no installation, demolition, or on-site services are required. Equipment must carry a one-year warranty against defects from final acceptance. Deliveries are restricted to 8:00 AM–2:00 PM, Monday through Friday, with security restrictions in place on federal property.
Award will be made on a firm-fixed-price basis to the responsible vendor whose quotation is Lowest Price Technically Acceptable. Estimated delivery lead times must be provided and will be considered in evaluation but are not a technical requirement. The Government anticipates award in the third quarter of 2026. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
This acquisition IS set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
Solicitation number 15BBNF26Q41500002 is issued as a request for quotation (RFQ), for:
The Federal Bureau of Prisons, FCI Waseca located at 1000 University Dr SW, Waseca, MN 56093
intends to issue a solicitation for the following requirement: FCI Waseca intends to make a single award to a responsible vendor to supply one (1) instantaneous 50 GPM steam‑to‑water heater with thermostatic mixing valve capable of temperatures ranging from 40 degrees Fahrenheit to 160 degrees Fahrenheit, vertical insulated and glass lined and one (1) insulated 275‑gallon hot water storage tank in accordance with the attached Statement of Work. This procurement is supply only; no installation, demolition, or on site services are required.
The new equipment will expand the institution’s domestic hot‑water capacity to support increased demand from recently added laundry systems. All furnished products must meet or exceed the performance, dimensional, and material specifications identified in the SOW, including compliance with applicable plumbing and safety standards. Vendors offering equal products shall provide complete technical documentation for Government review and determination of technical acceptability.
The Government anticipates awarding a firm‑fixed‑price contract. Award will be made to the responsible vendor whose quotation conforms to the solicitation and is determined to be Lowest Price Technically Acceptable (LPTA). Technical acceptability and price will be evaluated in accordance with the solicitation.
The solicitation will be made available on or about July 1, 2026, and will be posted to the GPE website at www.sam.gov. All future information related to this acquisition, including any solicitation amendments and award notices, will also be disseminated through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this solicitation.
Registration in SAM: Each offeror must be registered in www.SAM.gov and must complete the necessary representations and certifications in SAM at the time of submitting their quotation.
Delivery Lead Time: Offerors shall provide estimated delivery lead times for all equipment. Lead time will be considered in the Government’s evaluation but is not a technical requirement.
Quotation Deadline: The anticipated closing date for receipt of quotations is July 22, 2026, at 1:00 pm Eastern Time.
Payment Terms: Payment will be processed via Electronic Funds Transfer (EFT) in accordance with 52.232-33 Payment by Electronic Funds Transfer- System for Award Management
Additional Requirements: Offerors must include a specification sheet and any submittal information about the products offered in their quotation. Faxed and hand-delivered quotes will not be accepted.
