The evaluation will be based primarily on price, with past performance as a secondary consideration factor, and all quotes must be deemed fair and reasonable. Prospective vendors must register in the System for Award Management (SAM) if the award will be at or above $15,000, and they must complete annual representations and certifications. The solicitation was posted on November 13, 2025, with quotes due by November 19, 2025, providing a compressed timeframe for submission.

This is a 100% small business set-aside procurement under NAICS code 311999 (All Other Miscellaneous Food Manufacturing), with no identified incumbent contractors. Awards may be issued via government purchase card for amounts under $10,000 or via Standard Form 1449 for amounts over $10,000, with all awards structured as firm-fixed-price contracts. Delivery must occur between January 2-16, 2026, with no early deliveries permitted and no deliveries accepted on federal holidays or weekends. All deliveries must be completed at the FCI Atlanta Food Service Warehouse during specified weekday hours of 7:30 a.m. to 1:00 p.m. The place of performance is Atlanta, Georgia 30315, and the effective award date is January 2, 2026, requiring vendors to demonstrate capability to meet specific product specifications, including detailed requirements such as frozen boneless, skinless chicken breasts that are USDA Grade A quality with precise sizing and packaging standards.
