The Federal Communications Commission (FCC) intends to purchase a sole source subscription with Wolters Kluwer Law & Business CCH, Inc. The proposed effort will provide the FCC's library access to Telecommunications Reports
Site License, which will make all four TR titles available to the entire FCC organization..
The period of performance for this effort is one base year term for this license will be April 1, 2013 - March 31, 2014, with four option years? This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source basis is made under 41 U.S.C. 253 (c) (1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. The North American Industry Classification System (NAICS) Code is 511110. Any challenges to this sole source requirement must be received by February 13, 2013 NO later than 12:00pm Washington D.C. local time, in writing, and sent to Beverly.howell@fcc.gov in order to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. The FCC has already identified that there are no other capable sources, and the FCC will issue a Firm-Fixed Price Contract to EBSCO Wolters Kluwer Law & Business CCH, Inc., 1015 15TH ST NW STE 1000, WASHINGTON Dc, 20005 - 2621
