About this opportunity

The Defense Commissary Agency (DeCA) is seeking contractors to provide Fats and Bones/Rotisserie Chicken Oil Removal Services at three commissary locations in the Contiguous United States. The services will involve lawful pickup, removal, and disposal of animal and fish by-products, including fats, bones, and used kitchen grease from commissaries at Great Lakes, Travis AFB, and Redstone Arsenal. Specifically, the Great Lakes location requires only fats and bones removal, while Travis and Redstone Arsenal need both fats/bones and oil removal services. Contractors must be registered in the System for Award Management (SAM) and fall under the North American Industry Classification System (NAICS) code 311613 for Rendering and Meat By-Product Processing, with a small business size standard of 750 employees. Potential quoters are invited to submit questions to Marcella Simmons (Contract Specialist) or Diana Gross-Bendall (Contracting Officer) by email, with the final solicitation to be posted on SAM.gov, and responses are due by May 5, 2025.

The pre-solicitation notice does not indicate a specific set-aside for small businesses, despite the NAICS code's small business size standard. The contract appears to have a base period of 12 months with four additional 12-month option years, though specific award values are not disclosed in the documentation. The scope of services requires contractors to comply with federal, state, and local regulations for material handling and disposal, maintain clean equipment, and submit monthly reports detailing pickups. Contractors will be expected to minimize landfill waste by exploring recycling and reuse options for the collected materials. The solicitation targets businesses capable of handling meat by-products and used cooking oils from multiple commissary locations, with an emphasis on environmentally responsible disposal methods and efficient service delivery.
