About this opportunity

The Defense Logistics Agency Land and Maritime is conducting market research to identify capable manufacturers of MIL-SPEC fasteners for U.S. Navy carriers, submarines, and surface ships in support of Naval Station Norfolk Portsmouth, Virginia. The procurement seeks manufacturers who can produce bolts, nuts, screws, washers, and related hardware that conform to applicable military specifications and demonstrate high corrosion resistance and mechanical strength suitable for maritime environments. Qualified sources must demonstrate the ability to manufacture fasteners using high-strength steel, corrosion-resistant alloys, or other specified materials while maintaining compliance with military packaging and labeling standards. The government will evaluate responses based on company information including DUNS number and CAGE code, business size and socioeconomic status, relevant past performance in manufacturing MIL-SPEC fasteners for naval applications, certifications and standards compliance, production capacity, and lead times. All responses must be submitted electronically to Corey L. Powell at corey.powell@dla.mil by August 8, 2025, at 3:00 PM EST with "MIL-SPEC Fasteners" in the subject line.

This opportunity does not include any set-aside designation and is open to all qualified manufacturers regardless of business size. No incumbent contractors or current service providers are mentioned in the notice, indicating this may represent a new procurement approach or expanded supplier base initiative. The contract opportunity does not specify award values, budget ranges, or total contract ceiling amounts, as this is purely a market research exercise at this stage. Quantities are listed as "various" without specific numerical requirements, and both delivery schedule and period of performance remain to be determined. The government's primary objective is to establish a Basic Ordering Agreement with qualified manufacturers to facilitate streamlined procurement processes for future fastener requirements, suggesting this will lead to multiple awards or a multi-vendor contract vehicle. The NAICS code 332722 for Bolt, Nut, Screw, Rivet, and Washer Manufacturing indicates the technical scope and industry classification for potential respondents.
