About this opportunity

The Naval Supply Weapons System Support (NAVSUP WSS) Nuclear Directorate has issued a Request for Information (RFI) to conduct market research for establishing a Blanket Purchase Agreement (BPA) for nuclear reactor fasteners. The opportunity is set aside for total small business participation and focuses on procuring fastener products classified under Federal Supply Class Codes 5305, 5306, 5307, and 5310. These fasteners will support the secondary systems of Navy nuclear propulsion plants, which power naval nuclear reactors. The Naval Supply Systems Command, under the Department of the Navy, is responsible for provisioning, procurement, and quality assurance of all components within these critical nuclear propulsion systems. This procurement initiative demonstrates the Navy's commitment to maintaining its nuclear fleet through reliable supply chain partnerships with small businesses.

The primary objective of this RFI is to identify qualified small business concerns capable of supplying high-quality nuclear reactor fasteners that meet stringent military specifications and quality standards. Interested contractors must submit white papers by September 4, 2025, at 1700 EDT, with responses limited to 25 pages and submitted electronically to Contract Specialist James Benes. Small businesses must demonstrate past performance in supplying precision fasteners, with capabilities including chemical and mechanical property testing, specific coating standards, and comprehensive quality assurance systems meeting ISO 9001/9002/9003 or MIL-I-45208 requirements. Individual purchases under the resulting BPA will not exceed $250,000, utilizing simplified acquisition procedures. The Navy plans to establish agreements with multiple suppliers to ensure competition, with vendor selection based on past performance, dependability, quality, and competitive pricing. Selected contractors will undergo detailed pre-award surveys evaluating their quality assurance systems, technical capabilities, production capacity, and financial stability to ensure compliance with nuclear procurement standards.
