The National Institute of Standards and Technology seeks one visible wavelength wavemeter through a Request for Quotation, with quotations due July 30, 2026 by 12:00 p.m. Eastern Time. This is a total small business set-aside under NAICS 334516, Analytical Laboratory Instrument Manufacturing, with a 1,000-employee size standard.

Place of performance is Gaithersburg, Maryland (Building 216, room C106). The wavemeter must be new equipment only; used, remanufactured, experimental, prototype, custom, or gray market items are unacceptable. Technical requirements include wavelength coverage between 630 nm and 1700 nm, absolute accuracy of 100 MHz or better at all wavelengths, measurement resolution of 1 MHz or better, single mode optical fiber input with FC/PC or FC/APC connector, maximum average input power of 1 mW at 1 kHz measurement rate, data acquisition speed of at least 1000 Hz, built-in calibration source, proportional-integral-derivative controller for non-vendor-specific laser stabilization, and standalone software for real-time wavelength analysis with MATLAB and Python integration. Delivery must occur within 80 days FOB destination. The contractor must provide a five-year warranty and support post-delivery; installation and training are the purchaser's responsibility.

Award goes to the lowest-priced, technically acceptable offeror meeting all specified requirements. Payment is 100% upon receipt and acceptance with Net 30-day terms. Quotations are firm-fixed-price, inclusive of shipping costs, tariffs, and all fees, valid for 90 days. Quotations must be submitted electronically to junee.johnson@nist.gov and forest.crumpler@nist.gov in three volumes: technical quotation demonstrating compliance with minimum requirements, firm-fixed-price quotation, and acceptance or exceptions to terms and conditions. Pre-quote inquiries are due within two calendar days of solicitation issuance. All offerors must maintain active SAM.gov registration at submission and through final payment. The solicitation incorporates FAR 52.212-4 and buy American provisions requiring identification of domestic versus foreign end products and domestic content percentages.
